This is a lo-fi version of Glitch City Laboratories, meant for backup purposes. Everyone is encouraged to download a backup of the site every time one is made available, to prevent loss of all the research and data contained within GCL, should the website crash or something, which would really suck. The Glitch City Labs Team gives authorization for anyone to host this backup on their own website.
Raichu Evolved?
1) Go to this man in Cinnabar Island that wants to trade a Raichu for an Electrode. Select Yes and give him your Raichu.
2) After that, talk to him again, and he will tell you the Raichu evolved.
This is a translation error on the part of Nintendo and Game Freak. Meowth346 posted this explanation on the Azure Heights forum:

\nFor the English version, they took the Pokémon from Red/Green. But the dialouge came from Blue. So, the man says taht the Raichu evolved, since you traded him a Raichu instead of a Kadabra.\n
